Rare, but it happens...the inner liner of the brake line collapses and the hose acts like a one way valve. I'm appalled they haven't instrumented the brake system to tell exactly what the pressures are at the brake caliper. Your first mistake was letting them replace everything with genuine saab parts...you just got a genuine saab hosing.
Find a shop with a brake dynamometer and the ability to plumb in pressure gauges at the front calipers.
But if you feel you must deal with this dealer that has already cost you such buckage, you might argue you want your old ABS ECU back if they're going to replace the ABS MCU. And, you might want to retain a lawyer while you're at it and sue for the original $1800 hose job. If this ever hits a jury, you'll win. You got my vote for an incompetent service operation.
