vibration front end of 92 9000t

I had vibration in the front end so I replaced the ball joints and bought new tie rod ends. THe original tie rod ends felt very tight so I didn't install the new ones yet. I also installed new rear lower front a-arm bushings. THen I bought new tires and had them balanced. The darn vibration is still there! IT's always there regardless of acceleration and shakes the steering wheel pretty good at 70mph. Could it be bad wheel bearings only without the usual grinding sound? I'll try swaping the front and rear wheels, then if that doesn't work, go ahead and install the new tie rods.
any ideas?
