....because you're being taken to the cleaners. To replace the belt, one has to remove the tensioner idler pulley, anyway. The pulley w/bearing can be had within a day from a few of the site sponsors, eg. eEuroparts, for no more than $25. The other pulley is even cheaper.
I just replaced both pulleys on mine and I swapped-in a new charcoal cannister in less than an hour. I would change both pulleys, unless the other has been changed already. But, $206 sounds rather high to put a pulley on. Even $200 for putting a new belt, and two pulleys sounds high.
