Between Hooter and Y connector lays

a round object (1 inch in diameter) and about 1/2 inch thick with
1 nipple one one side (connects to hooter valve) and 2 nipples on the
other side (one connects to a Y connecter and the other is capped).
The information on it reads: "CARB 14015636", and "140 9"
Now, what is the point of this part ?
From what I've read on this board, no one seems to have it but instead you guys only mention a straight vacuum line from the hooter valve to the "Y" connector. One more thing, I can blow in this "object" in one direction only going towards the hooter valve OH by the way, it is very limiting and I could bearly feel air coming the other side. Now I thought, air should be regulated to flow towards the "Y" connector not the other way.
On a side Note:
the hooter valve holds perfect vaccum.
