Time for a new radiator??

88 9000t, thermostat replaced last summer (82celcius) car always runs just above level on the temp guauge. If I coast for a halfmile, you can see the temp needle moving up, once i get back on throttle, it goes back to above being level. possibly because the water pump is not pumping as much water. If i stop at a light and i am waiting longer than two mins, it goes fairly high but not into the red. The car has run like this even in the winter (in buffalo) so thats what makes me think its not the radiator. Any feedback would be appreciated.
