To test the pressure requires replacing what is known as the "banjo" bolt on the inlet side of the fuel rail with a 'banjo" bolt that has a test fitting on it to hook up a gauge. The fitting for the gauge is the same as that used for a R-12 air conditioning compressor. The gauge is avialable at most auto parts stores. I use the same one for my dodge truck as my 88 9k. What I did was drill through the banjo bolt and mount the fitting from a burnt up A/C compressor into the hole. The hole was tapped with 1/4-NPT threads, the fitting of the old A/C compressor screwed right in, the fuel pressure gauge fit right on it, and I can check my pressure any time I want. My first guess from the sound of things is your Fuel Pressure Regulator (FPR) has gone bad. The other test (other than pressure) for the FPR is to look for fuel in the vacume line from the regulator to the intake manifold, there should be none. Fuel means the rergulator has failed internally.
