on the latest 9000s ('96 on) are computer controlled, and there's a VERY WIDE and non adjustable deadband. On my '97, it did ride soemwhat higher in cool weather, just as the EDU indicated higher system voltage levels. But during a given day's driving, the gauge stays nailed down to one spot. So I just took the attitude that if the fans cycled in the summer and my feet stayed warm in the winter, it was OK.
Now my 9-5 has been set so the gauge is horizontal at 90C (89 degree t-stat) and has *no* deadband. The fans come on at 10 o'clock, and the needle never moves higher.
