On my 1995 Aero, I had the same problem. I noticed that my connector to the controller was fried, too. I replaced the resistor - $15 - and the fan worked great for 2 days. I smelled a bit of electrical smoke and the fan kicked up to high. Someone here said that the crispy connector could be part of the problem. Something to do with current swithching on-off-on with the bad connection generating lots of heat. Anyway, went to a junkyard, got a controller and the associated wiring/connector and installed that. Cost - $8. That was 18 months ago and all's well.
