If you have full batt level voltage at connector and none on grd return relay is probably ok and pump is open. Low voltage on supply input and none on grd is probably bad relay contacts (burnt and resistive) mounted in glove box relay rack, 2nd from left and 3rd from front. Has single input blade on socket #1 to blade #30 and two outputs on wires Gry/Rd and Blu/Rd #'s 2 and 3 and blade of relay 87 and 87B respectively. Gry Rd goes to fuse #14 then straight to pump motor. Other wire goes to fuse 28 then on to Ox sensor.

Test with meter / test light on fuses before pulling out relay rack. Easiest place to test. To see if there is input voltage to the relay look for power on fuse #23.
