2 possible causes, old thermostat that isn't fully opeing. Or a plugged radiator.
The low temp stat wont change the high operating point, it merely opens at a lower temp so it will take longer to get heat in the winter. When both stats are open, they are open period.
The fan thermoswitch will only affect your performance if your overheating is while idling in the city. Over 40mph the fan doesn't come on because ram air is faster than fan air at that speed. If you aren't dumping enough heat on the highway it isn't because your AC condenser is in the way, or that you are using a high temp stat (should be full open unless it is broke).
Flush your cooling system by adding a flushing detergent, then drain, run water through until clear, replace stat, refill with fresh coolant, hopefully this will solve your problem. If not, you will have to replace your radiator.
