You should do a search on this board for boost issues: base boost, low boost, no boost, etc. There has been so much written on this topic, that your answer might be in one of them. There's also a link to an faq list that gives step-by-step instructions on diagnosing poor boost conditions. I don't remember the name of it, but it's been posted quite often.
I do know that my problem was the small check valve in the PCV system. Make sure yours is okay.
Peak boost for a TD04 is 16 - 18 psi, just about the end of the red zone on the stock boost gauge. You'll hit fuel cut-off after that.
Be careful removing the "W" hose. It's a good way to check that your turbo is capable of attaining peak boost, but it circumvents the safety controls that the ECU uses to open the wastegate before a rod or piston is shot through the hood. Use that test with caution and sparingly (don't pounce on the gas pedal).
