OK,forget about the O2 sensor and voltage for a while and lets concentrate on getting this motor running properly.What your going to use for tools is the ones your parents gave you,your eyes,ears,and nose-thats all we need for now.
In the above you stated you pulled the vacume line off the FPR and the engine idled better. That was a good move to check the evap can to see if it was fuel soaked and was a source of extra fuel,but not in this case where the sat for years. The other piece of good info was,indeed the old fuel had soured -Gone bad,because of the deposits on the fuel level bracket.Thats bad,but expected.Now it could be pointing at the injectors or the FPR as the problems.
Can you get you hands on a fuel preasure gauge-to get a fuel preasure reading.Or do you have another 2.5 FPR you could try.It may be the present FPR preasure is going too high because it sticking.Can you remove it and blow air thur it,and regulate the air preasure to find out at what preasure it opens and flows air thur it.
Can you better describe the noise the exhaust is making??? Place a piece of paper against the end of the tailpipe when the engine is running,use a dollar bill.The bill should always be blown away from the pipe.If it's sucked back into the pipe at times,you have a sticking exhaust valve or a number of sticking exhaust valves.
Start the engine up and from under the hood just run the engine from the throttle lever and using the tools on your head keep track of how the engine runs from the cold start - to when you can feel the top radiator hose getting warm.Noteing how the engine respounds to throttle,smell,and sounds.
