you can use a wire and hold it to the ground on the radiator coolant switch and to the ground to the battery to see it that connecton is live do this with and without the fuse installed. this swich is (while facing the front of the car)on the lower left had side of the radiator near the coolant intake pipe. your thermostat could also be bad as well as the radiator could be gummed up or cloged. there are many diffrent things that could cause this my car has a problem with heating at idle its and 87 body and 88 motor and pretty much everything else. my radiator fan swich is stuck on so i un plugged it moral dont buy a napa swith if you do decide to replace it. i did that and i changed the thermostat. again dont use napa my thermostat opens late. so yea its alot of try this try that but mabey someone can offer some other advice. i do think that it is infact the thermostat as it idles at temp but overheats when load is applyed. the thermostat could not be opening up all the way. the thermostat is on the back of the block (follow the coolant return hose to the block).
