Cooling issues

'91 9kt. Ongoing saga of overheating in slow or stopped traffic. I ordered a new radiator fan after finding that the fan would not start on either low or high speed after hotwiring with 12V from the battery. I tested the Townsend radiator thermoswitch, and the two circuits closed as they wered supposed to, one at mid-temp range on my dashboard gauge, and one about 3/4 of the way up.
My question is this. Yesterday was 85 degrees F (about 30C), and I found that at 55 mph on the highway, driving for about 5 miles, the temp stayed a little high - above where the Townsend thermoswitch is supposed to kick in the low speed fan. I have always noticed with this car that it didn't cool as well as my '88 9kt. I flushed the radiator once about 3 years ago, with no improvement. Now, it's worse than ever. What do you think - clogged radiator? Thanks.
