Basically, what Bill U said.
The 97 has a conventional vacuum assist system for brake boost, not like the earlier combined ABS/Brake Boost system. So you don't have an accumulator and the rest of that claptrap. And the ABS system can be completely bad and you'll still have boost.
It's totally mechanical, so no electrical diagrams needed.
First, I'd look at the vacuum line from the brake booster (large pancake device on the master cylinder) to the intake plenum. Make sure the hose is in good shape (make sure it's there!) If the hose and any valves are OK, then I'd suspect a bad diaphram in the booster.
