I am not a guru but I will give some hints that could help. I have replaced my turbo a few weeks ago. It was on 1991 CD with an Aero engine. It could differ.
On the compressor side : (cold side)
Clogged air filter ? Remove filter, check. I would try to run the engine without the filter if everything is clean..
Air mass meter does not open enough ? (just close to the air filter)
Remove the hose to the turbo's compressor (cold side). Something clogged there ? Can you move the turbine easily by hand ? Is there a small hose disconnected at the base of the compressor ?
On the hot side:
I would not disconnect the turbo now.
Did you put a rag in the downpipe when removing the turbo and forgot it there?
Something fallen in the downpipe while working on the turbo ?
You want to know how to check if exhaust is clogged. It depends how your exhaust system is built. You could have a straight rear muffler, no center muffler. If you can do it and suspect something there, disconnect exhaust at the rear of catalytic converter disalign them, let the exhaust go to open air, drive the car. If you have boost, there is a clog in the rear part of the exhaust. If not, could be clogged between manifold and cat. Dont know now how to check that. Disconnect the front of cat ? Are you sure your new cat fits for a turbo ?
Questions :
Is the engine original for the car ?Did you change the ECU ?
Are all hoses and vacuums well attached and not leaking ?
How did you check the boost with your second tester ?
