I can certainly recommend Kenny Wheeler at Avon Saab in Bath - he also has a recovery vehicle. I know it's some distance (albeit straight down the M4) and I have no idea if he has an engine of would do the job but I'm emailing you his number so you can call him and ask. He's looked after all my 9000s for ten or twelve years and is helpful, thorough and good value.
Having said that, he's bound to charge at least £35-£40 an hour so the budget may not work out if you add in the tow.
As to finding an engine, Simply Saab in Bristol have a very well-organised second-hand parts department. I imagine you already know about Neo Brothers.
Another route would be to try one of the Ebay traders who regularly breaks saabs. You could track down Neil Gilmour, who is based near Luton and seems to specialise in mid-nineties Griffins. I've bought a few things from him and have no complaints.
Finally, Google came up with a company I don't know called Used Saab Ealing Specialist - they are in Ealing, whioch might be good for you, but they have laid out some money on their web site and may want to get it back from you.
