The arm at the base is slipping on the taper of the shaft.You need to loosen the shaft nut and remove the arm and check and clean the taper on the shaft and inside the taper of the arm base.A repair that's easy if the arm base is worn is to apply some valve lapping abrasive compound to the tapers,and remount the arm and tighten the nut down tight.The valve lapping compound will lock the two pieces together.
