the wiper are is designed to strip the splines out. it just happened to me the other day, car was warm while it was snowing, came out an hour later and everything was frozen.
the correct way to fix it is to remove the arm, clean out all the splines in the shaft with a stiff brush or a sharp pick (my preferred method, just go all the way around cleaning each one), then line the arm up and tighten it down. i ususlly tighten it a *bit* too much, then back it off and tighten it the correct amount. the aluminum of the arm is soft enough that the splines on the shaft impress new splines in the arm.
it's kinda like a mechanical fuse, if you will. just tightening it down doesn't help because the shaft is now smooth with full grooves. it takes 2 minutes to go around and dig the alu out of each groove.
clever design, actually. personally, i wouldn't put any loctite or grinding paste in there.
