Tire pressure is posted on the driver's door frame. 32 psi is recommended. My mechanic says 32-33psi in the front and 30 psi in the back. I would think at 35 psi that you would feel every nook and cranny in the road.
I would think that the O2 sensor would be a good place to start, but there is also the successor to the air mass meter that could be faulty (someone supply the actual name). The plugs are very suspect, if a mechanic is not "Saab tuned". A turbo getting bad highway mileage is unusual, unless your foot is buried in it. You didn't indicate your driving habits, and what gear range you operate in. Perhaps the automatics get less mileage, but 18-20 is about normal in the city. An "almost new" air filter can be clogged up. My 93 was purchased at auction, and you wouldn't believe what was taken from it between the dealer and me. The dealer had, and showed me the parts list, done a major tuneup. There was nothing on that list that arrived with the car.
