Some tachs needle's don't bounce much,but when the engine is cranking.The needle will move up/and off the rest pin,when the engine is cranking.It's this slight movement off the rest pin that the CPS is trigering,and is displayed by the tach needle.
You can also check the CPS by the fuel pump relay.By feeling the relay,you should be able to feel if it latches when the engine is cranked,if so the CPS is producing a signal and doing it's job.
Also Actron makes a cheap tester little tester that all Auto Zone Stores should have for their inhouse testing purposes,and you should be able to borrow.It's the Actron #CP9080 Sensor Tester Plus,you then can test the sensor on the car.You disconnect the CPS's connector at the falsebulkhead ,then connect one of the CP9080 testers red wires to the red wire of the cps,the black wire from the tester to the black wire of the CPS ,and the yellow wire from the tester to the green/red strip wire of the CPS.Turn the tester on ,set the funtion switch to sensor/module.Then place the tester on the windshield where you can see it from inside of the car and crank the engine.A good CPS will flash both the Tester test LED's on the unit.
This is a great little test that i have and use all the time,but Actron does not make any longer.But "Wells Company" included in the tester equipment package that was sold to each Autozone store for their inhouse testing of products.Every AutoZone should have the equipment at their test bench area,but very few of the store's people know how to run the equipment.
Actron makes a newer tester than works,the #CP9087 but i find it's not as easy to set up and run as the CP9080.I can get anyone,i show the CP 9080 to,to be able to run the CP 9080 properly.I have both testers and find it's required if you do you own repairs or repairs for others.
