did you back the adjuster off on the back of the caliper? if you did, you did good! now you need to move it back some. you should spin the hub and slowly screw the adjuster back in, until the rotor/hub drags a little. then back out about a half a turn. do both sides and your emergency brake should work fine. if you *didn't* back the adjuster out you may, or may not, have broken it. try the above first. townsend site has a great procedure on doing this.
