The thing in the fuel tank is the pump assembly. It consists of the fuel level sender, and depending on year one or two pump motors.
In the older cars, the pump had two pump motors. One motor drove the pre-pump. The job of the pre-pump was to suck up fuel when the fuel level dropped below about 1/2 tank, and fed it to the main pump (also in the assembly). If the pre-pump motor died, then it wouldn't pump the fuel to the main pump if the level dropped too low. Or if the hoses/pipes between the pre-pump and the main pump split, the pre-pump would just spill its seed back into the tank.
So whenever we hear 'it doesn't work when the level drops low', we think pre-pump or the hoses/pipes/tubing associated with it.
Also, installing a pump assembly into the tank can be tricky. The bottom of the assembly actually rests on the bottom of the tank, and springs take up the slack as the pump assembly goes in and the sealing ring tightens down. So hoses that were just fine can get crimped once in the tank.
So we've got to be very clear that that big thing that comes out of the tank is not the fuel pump, but the fuel pump assembly. It may have one or two motors (depending on year) each running a pump. In your year you've got two motors driving two pumps.
I'd pull the whole thing out and look. Chances are either the pre-pump motor isn't running, or the hoses between the pre-pump and the main pump aren't connected properly.
