Update: I didn't test the CPS (don't know how) but I checked the wiring and cleaned the connection at the wiring harness end.
I tested for leaky injectors using 20years method and they were fine.
While poking around in the aquarium I moved the cruise control module and I noticed a change in idle, vacuum had gone from -16 in/Hg to -18 in/Hg. So another vacuum leak found!
Now my check engine light is on right at start up rather than after a few minutes of driving. It doesn't flash any codes with the ignition on (car not started) anymore though, weird.
