The first rule - don't believe anything you've been told about what has been done before. No matter who it is.
The AMM does schedule fuel, but even with a bad AMM, you'll get fuel. Crank the engine a few times, and pull a spark plug. Do you smell fuel? Always a good start.
Measure the voltage on fuse 14 while you crank the engine. It should read voltage (8 or 10 volts at least). If it reads zero, then the fuel pump relay isn't closing, so the fuel pump won't run. If you do read a voltage, then the pump is getting power. With the car off, jumper fuse 22 to 14 - you should hear the fuel pump run back in the trunk. If it isn't running, it's probably a bad fuel pump. If it does run, try starting the car (while 22 and 14 are jumpered) - if it starts, then the problem is likley a bad fuel pump relay, or possibly a problem with the ECU. I'd put my money on a dirty set of fuel pump contacts.
And to back up Bill U's comments - the fuel pump is accessed very easily. Remove the floor of the trunk (all of two small screws), and you'll see a metal plate over the fuel pump, up by the rear seat on the driver's side (LHD cars). No need to cut holes, drop fuel tanks, or other such stuff.
But I'd check the claim about no spark myself. I'd also check the condition of the plugs, make sure nothing is nesting in the intake manifold, etc. And make sure the timing is OK.
When the engine cranks, the ECU closes the fuel pump relay, and fuel pressure increases. The ECU will signal the fuel injectors to open. On starting, the ECU doesn't even look at the AMM signal.
Here's another question - turn the key to ON - do you see idiot lights? (ABS, BAT, Oil, etc)? If not, then you might have a bad ignition switch - if it doesn't supply power to the ECU, it won't power up the fuel pump.
