A different number of teeth wheel-to-wheel means a different speed indication. The ABS self-test will fail once the car start rolling. The ABS will see the wheels going at different speeds, it knows the brakes aren't applied, so it'll assume a sensor/wheel fault (correct!)
This would be the same effect as if the wheel were clogged with metallic gunk and the sensor was missing pulses. Or had extra pulses due to cable noise. Either way, you'll get a nice, constant ABS light and no ABS.
I was under the impression that you could swap the gear wheels without having to swap out bearings. If true, that would seem to address the issue. You've got the two different sets for the rear - check the fronts, and match whatever is there.
