Most 'volt meters' are really multi-meters.
A multimeter has a setting for DC Voltage (usually a V with a bar over it), a AC voltage setting (with a sine wave or squiggle), Amps (usually just DC Amps), and Resistance (which might have an Omega symbol).
Resistance may have ranges - you want to use the lowest range, because you're looking for just a few Ohms of resistance. When you have it at the Resistance setting, touch the test leads together - the value should be pretty much 0. Apart, the value should be as big as possible or blank.
Resistance is always measured on an un-powered circuit - the meter provides a reference voltage to determine the resistance. So you'd measure from the pin for the black wire to the pin for the yellow wire. You shouldn't have to worry about which test lead goes to which pin for resistance measurement.
Heat shrink can be picked up at Radio Shack or Home Depot or Menards, most hardware stores....you'll probably find some right near the multimeters.
