What can cause my car to overboost?

I have a 1994 Aero 5spd that has an overboost problem. I recently replaced a bad BPC that caused constant overboost with a brand new one. When the old one failed it still passed the ohm test. The New BPC doesnt do it very often but sometimes (about once a week) down hills, and when I gun it, the car overboosts. I dont think the ECU is damaged because both BPCs still pass the ohm test. Any other ideas what could be causing this??? BTW by overboost I mean the car is hitting fuel cutoff (20 psi I think).
