Yes, the EDU controls the radiator fan. The temperature sensor goes into the EDU module. The module has temperature, and uses that to drive both the gauge and the fan. This is true in the newer 9000, like your '97.
The EDU also drives the gas gauge, and the low fuel light.
There is a separate temperature sensor the ECU - engine control unit - uses to tell if the car is warm.
The fact that the radiator fan does not turn on at low speed but works on high shows there is a resistor problem. The fan has only one set of windings. For low speed, the current flows through a resistor - that gold-colored long rectangular metal block on the fan. High speed simply bypasses the resistor. So you've got a blown resistor. The used fan you'll get will come with a resistor.
If the EDU is responding to "Percussive Maintenance", it probably DOES NOT need replacement. The EDU has a 'harmonica' type connector - circuit board fingers that fit into a narrow connector. The EDU is probably just a little loose in the connector. If you take the dash top off, you can reach down and re-seat the EDU. That should fix the problem. There might be a bad connection on the EDU circuit board itself, but a loose connector is much more likely.
