Hammer drill spins the bit as per normal drill... but also hammers it straight forward (picture hitting a nail with a hammer), which would not help remove a stuck bolt. An impact driver is the equivalent of turning a wrench and hitting the wrench while turning- the blows are in the rotating direction.
I recently bought a Makita Lithium Ion hammer drill and impact driver for $320 from Homedespot, and then received a third tool free. I choose the sawzall (reciprocating saw). The third tools did not come with a battery, but I have the 2 batteries from the first 2 tools. Great deal. I love the impact driver.
