Used to be you could get just the rear, but the set makes for a much more balanced car. With rear-only the car will have much more of a tendency to oversteer (sometimes abruptly), especially if you go into a corner too hot and get off the gas or on the brake. Not so smart on a public road!
On a track or autocross course some oversteer is good, because you often want to get some "rotation," but with just the rear bar the car will lack the balance you really want for good overall handling. On a track or autocross course (assuming you're carrying enough speed) you can get all the rotation you need with the 25mm bars at both ends and using braking and steering to get the rear end loose. And with the SAS bars at both ends the handling is very neutral and predictable.
I run with about 3 psi more air in front than in back, which also aids handling on the set-up I have. On a track day I put about 5 psi more in front.
