According to the Saab Form And Function Book, the TCS system uses braking (single wheel spin) and adds throttle control (if both wheels start to spin) up to 25 MPH and then throttle control only above 25 mph, with decreasing sensitivity as speed increases.
Personally I like the performance of the TCS system, but it has been problematic as my car ages.
93 CSET, 280K miles, and I just starting getting periodic TCS hits (limp mode), always resettable by flicking the ignition ON/OFF while I am moving. If you do it quickly you don't have to restart the engine. I wish the car had a TCS Reset button. I suspect the pedal potentiometer is the cause, due to the cold/damp weather.
