I think you should be looking for the opposite, too much resistance. That's what will overload the circuit and blow the fuse. The actuator itself has virtually no resistance; all the mechanical resistance you feel when pushing or pulling on the door lock buttons comes from the linkages between said button and the actuator. It's possible one of the actuators is the problem, but it can't be diagnosed by the criteria you described.
