Since the bulb only comes on briefly each time the car starts it doesn't seem likely, even on an old car, that it would burn out, considering lights that are on much more often don't seem to burn out.
As a test, make up a jumper wire and run it from a good ground to the push-on that goes to the sender. Then with key on, light would be on.
But the thing is so hard to get at it won't be fun.
Generic senders to fit were in stock at my local auto parts branch, ridiculously cheap (I think around $5).
It came with a fat aluminum sealing washer crimped onto its threaded end, meant to be left on there and run up hard against. It worked fine.
As I recall I used a big box-end wrench that fit the original to crack it loose, reaching up from below between block and steering rack, then was able to spin it out by hand. I had to use another wrench to install new one since it was a little smaller.
