The time delay relay was only used in 86-87 for the cooling fan so that is probably not the case here. When those got old they stuck closed and made the cooling fan stay on until it got cold enough so the the fan switch in radiator shut the fan off.
I don't have the wiring diagram at home so I can't say if the fan relay is "hot" at all times and only the fan switch is controlling the fan but if that's the case, the fan will stay on until the fan switch in radiator says so.
Some years have it so that ignition switch decide when to keep the fan relay "hot" so even if the fan switch demand cooling fan, the ignition switch on/off decide if the fan should run or not.
Only the wiring diagram for a 91 9000 will tell.
