Besides my idea to check the car as it is to see if it starts when you jumper the starter with the ignition key turned to Run, here's another:
Drop the lower cover off the steering column and it will let you at the ignition switch.
There are three torx screws up in deep wells, I think T20, maybe T25. Then it's kind of clipped to the top at either side edge, pops off and drops down.
The ignition switch has a big push-on connector, and one of the wires out will be yellow and white, if Ken Fisher's chart as he describes it.
Take a sewing needle and pierce the insulation of that wire, careful not to let it get near ground, and clip your meter to it and to a good ground, then turn the key to start. It should show 12 volts and if it doesn't it points to your switch.
The switch is held on to the back of the lock cylinder with two allen-head set screws, metric 1.7 mm, back them well off and it comes out and off and can be unplugged.
If it's bad and you really want to go in for DIY, you can drill out the two riveted-over pins on it, then pry the covers off and open it up.
