When I pulled the shield below the glass and saw how rusty my former '96 was, I was pretty sure it happened after a new windshield went in. The rubber gasket wasn't Saab's original, and it leaked I think mostly at bottom center, where two ends butt together but there's a gap between.
It could have been cured with enough soft polyurethane sealant, or even with silicone sealer.
If your car has had a new windshield installed recently, 9000 owners all, look at this area and seal it up well if it looks as if it could let water down under that plastic pan. Can also come down from roof under top lip of seal, and down side pillars, then around under. They make a near-water-thin flowing clear silicone sealer that would get in and fill any leaky gaps I think.
