If you want to get an idea whether it is worthwhile doing, pull your wipers and the plastic splash panel below them. Water sheeting down the glass is meant to be shed out over that but seeps down in under it and can totally rot the sheet metal. You'll never see it.
That's what supports the windshield. If your windshield has cracked, it would be because of that.
I had a car I was considering repairing after body damage and took a look there first, sent it to the crusher.
But I did think it was possible, maybe with glass out of car, grinding heck out of the rust with a cutoff wheel, then treating with rust conversion treatment and coating thickly with 3M body panel adhesive epoxy to sort of rebuild it.
It needs both to support the rubber blocks that hold up the weight of the windshield, and provide a solid surface for the soft polyurethane adhesive to stick to.
