The large O-ring goes in first - it should lay in the molded channel that is on the fuel tank opening for the fuel pump. Then the pump assembly is placed into the tank opening.
The o-ring will swell up, making it a larger diameter when fuel gets on it, so it won't fit into the groove. After a few days it will shrink back down to size, but it could also shrink down even more making it too small to use.
If you have a new o-ring, you would be better off using it, instead of the old one.
