Glad to hear you performed a test on the valve... it is important that the valve CLOSES when de energized; the O2 monitors run after the ECU is satisfied that the valve is closed.
The two other enabling parameters are the NTC coolant temperature sender beneath the intake manifold reaching some Saab coded threshold, and the intake air temperature data. Borrow an OBD2 scanner and determine if those data inputs are making sense.
