I've been thinking about your problem, and have discovered one possible scenario that could affect both the O2 monitors and the Evap monitor. One of the test attributes for the O2 monitors is to count the number of high/low signal transitions. A low signal from the O2 sensor implies a high oxygen content, a high signal implies a low oxygen content in the exhaust.
0.450 millivolt is the threshold for lean versus rich mixture, with the low content signal typically above one millivolt. If the throttle body had a small air leak, such as a damaged o-ring between the TB and the plenum section, the ECU might never see a high signal from the front O2 sensor, and the opening/closing of the purge valve would be invisible to the ECU.
A scanner will give you a realtime measurement of the front O2 signal level.
Have you ever changed the o-ring between the TB and the plenum? When I replaced mine, I found that the o-ring was brittle and damaged after 67K miles/14 years. About an $8 part. Best of luck
