Diagram is for a 1997 car, yours (like mine) is a 1994 - which is the last year that the cooling fan was triggered off of the switch in the radiator.
Measure continuity in the blue wire at the thermoswitch, but if that's OK also measure continuity across the big gold resistor riveted to the frame of the driver's side radiator fan (engine side). This is a 0.22 Ohm resistor (very low resistance that your meter will have trouble reading) that provides speed control for the low fan speed, and this part is known to fail. You do not need to get this from SAAB; I got mine from Mouser Electronics, their part #71-RH50-0.22
