Why not pull out the low-speed fan relay and figure out which terminal (of the four) it is supposed to connect to? I don't know if the terminals in the small relay box are labeled with numbers, but if so it is one of the "control" terminals, not a "load" terminal. Note that one of the terminals (opposite of the blue wire) will be ALWAYS HOT, so you may want to check for that first with your meter on "volts" or use a test light. Use caution because that wire is tied to positive battery voltage, i.e. the fan can run even when the key is "off"; the blue wire should be opposite of that wire.
