When mine was bad I did no checks with a meter, just found the same fan behavior with it disconnected as with it connected, eg, fan on at key on and staying on 3+ minutes after key off, even if engine hadn't run at all. And found that plugging the replacement in, even not installed in block, immediately fixed the fan running problems.
Enough diagnosis for me.
I don't remember noticing any temp gauge oddities, though I looked, as I read that sender also controlled gauge. It definitely wasn't signalling overheat, but maybe the damping effect of the way the gauge is controlled masked the sensor's troubles.
