1996 9000 CSE Broken Clutch Mster Cylinder Mount

At approximately 188K miles my clutch began to malfunction and I thought I needed a new master cylinder. Inspection revealed that the portion of the SAAB P/N 8970410 bracket that the master cylinder atttaches to was broken off. According to the Electronic Parts Catalog (EPC) this bracket is attached to the firewall with four studs and one bolt. I have removed the clutch pedal assembly, the master cylinder and the nuts on the four studs but I can not find the bolt which is #12 in the EPC. Has anybody removed this bracket? Do I have to remove the instrument cluster to get at the head of the #12 bolt?
