Keep in mind that some work on many models and even though the 9000 doesn't have as many problems with balance chains (except the early B234 in 91-92) it is other models out there that does.
If you take a NG900 that have destroyed the balance shaft sprockets and needs new sprockets, idler sprocket, chain, guides and tensioner you are looking at roughly $600.00 in parts alone for the balance system not counting timing chain and guides or labor.
It's a lot of owners out there that wouldn't mind saving that money and just take out the chain from inside oil pan and drive happily ever after instead of taking the timing cover, head and oil pan off to do it the right way.
Many years ago when I last did a full balance/timing renovation it ended up to be around $2500.00.
If you search on the NG900 and the 9-5 board you will probably find a lot more info about this than here on the 9000 since it is talked about a lot more there.
And no, the balance shafts doesn't really fill a function except to make the driver feel a little bit more cushy. Many performance guys takes out the system to gain some HP.
