rear brake adjustment

Lately my car has been getting horrible mileage. I feel this only started after i put in the new rear suspension. Now the shocks, springs and sway bar may have nothing to do with it but to get the job done i had to burn out, pretty much cut out, the bottom bolt holding the shock in. So to clear things out of the way i took off the hub, caliper etc. Now that i put them back on i feel like the wheel is dragging. The rear hub seemed ok even though it came apart when i took it off.
Is it possible to tighten the hub too much? I doubt it since it tightens the inner part, metal to metal.
SO possibly the caliper is sticking, but it is a reman unit which was fine before this. The hand brake is off(cables were rusted out) so that couldnt be it.
i am leaning toward needing a new rear hub (it does not make noise) - what is your opinion?
(mileage is around 20 mpg right now) manual 95 9000 CS (aero ECU)
