Perhaps the car came from the Bizarro world?
Though seriously anything that is worn in the suspension can cause vibration problems. If the vibration is serious at low speeds though I would suspect an out-of-round ("Bizarro") tire, or a bent wheel. Does the vibration come from a particular part of the car? If so, rotate the tires and see if the vibration travels with them.
If you do your own work most of this stuff can be replaced inexpensively enough. I don't know the condition of the rest of the car, but for your $800, a couple of hundred bucks worth of parts, plus some sweat equity you might wind up with something decent.
