I agree with Simon S's approach of trying to get the car running in "base boost" (wastegate directly connected to compressor) before dealing with either the manual or electronic versions of the boost controller. In base boost you should have about 4.5 p.s.i. of boost; while this seems low, it was good enough for the later CS cars and develops about 170 horsepower - not slow, but not as quick as the car is capable of.
Once you get the car to base boost, there is a kit developed by BobS that uses the boost control valve from a newer 9-5 instead of the problematic one used in 9000s.
