I live in ice dam country, Maine, but have been free of trouble since we had some insulation blown into outside walls and put roll insulation into attic. What makes them is, melting.
Where are you at? Some of the big roofing companies in the north have steam generating equipment and send guys up with hoses to melt the stuff off. You could try calling others than the one who did your roof.
Lots of roofers nowadays recommend putting that ice and water shield stuff on the entire roof. It's a cost, but a cost to you the owner, and it covers their behinds. Also modern shingles are not very good, or, that is, they tend to be brittle and break off in the wind, and not to last very long, and the ice and water shield saves the house.
The salt would probably help, but getting up to safely spread it is the problem.
Oh, another reason our house doesn't get ice dams nowadays is, the gutters got removed. There's a big-time downside to that, water landing right beside the house leaks into the basement through the 100-year-old rubble stone and mortar foundation.
In the meantime, spread plastic on floor under drips and put down buckets and lots of old newspapers to catch leaks that haven't started yet or ones that overflow the bucketa.
